TORBAY ENVIRONMENT & TRAILS COMMITTEE MEETING

Wednesday, September 26, 2007, 7:30pm, Meeting Room, Council Chambers

Present:          Shirley Thorne             Madeleine Florent

                        Myra Maynard                                    Rodolphe Devillers

1.                  Approval of Agenda and Minutes of Last Meeting (July 25, 2007)

Agenda approved.

The minutes of the last meeting were approved with one correction. The first line of item 3.1 should read: “ Sandy will be meeting with Rodolphe and Krista....”.

1.                  Business Arising from the Minutes

2.1       SAM Meeting

The Committee is extremely disappointed that the town decided against sending a representative to the SAM meeting in Labrador despite the $1,000 subsidy offered by EHJV.  This means that Torbay has not been represented at 4 of the last 5 meeting and may be perceived as a lack of ongoing support on the part of the town for the stewardship program.

2.2       Property Beautification Awards

Myra will ask Dawn to post the names of this year’s overall winners on the town sign.  Madeleine will ask Michele or Jason to update the winner’s list on the TETC web site.

2.3       Rock Garden Initiative

Myra tabled the photographs taken of the site between the two waterfalls at two-week intervals this summer. She will prepare a summary of the flora in the area and other observations. A meeting of the Rock Garden Sub-Committee will be called for October 11 to review the information gathered and decide on next steps.  Given what was found in the area, Myra’s recommendation to the Sub-Committee is that: (1) there be minimum intervention in this area, ie sowing a few wildflower seeds, clean-up and pruning each spring; and (2) that we concentrate plantings in the area of the War Memorial.

1.                  Update on Projects

3.1       Trail Mapping Project

Sandy has produced a final draft of the text that will accompany the maps. Rodolphe will PDF the updated trail package and Madeleine will email it to the membership.  A meeting of the Trail Mapping Sub-Committee will be organized in October to finalize the text. Bob Codner has provided some comments and suggestions that will also be incorporated.

3.2       Green Living Initiative

The project ended officially on September 7. Cathy has prepared the fourth quarter report as well as the final report and budget submission.  These will be reviewed and submitted to Environment canada at the end of the month.   This has been a very exciting and successful project. It ended with a bang with a very well-attended  haunted hike and farmers’ market. We have received many inquiries from people who would like to see the farmers’ market repeated.

We were very fortunate to have a very productive Green Team this summer. In particular, they produced a manual of the flora and fauna of the Gully which will be provided to teachers to help them when visiting the wetland.  The manual will be sent to the printer soon.

3.3       Trail at the Gully

Madeleine will check with Dawn on when the town might be able to complete the trail at the Gazebo. We had hoped to be able to complete the trail ourselves but have not received the additional funding we had hoped for from the provincial government or Ducks Unlimited.  Dawn and the town staff have visited the site and been briefed on what is left to be done.

Madeleine will arrange a meeting with Leland and Darla at HTHS to discuss the proposed trail there.

1.                  New Business

4.1       EHJV Workshop, Gander, October 13-14

Shirley read a letter from EHJV inviting participants to a workshop in Gander to help them prepare a wetland manual. A travel allowance is available and the deadline to register is October 5.  Shirley will email the information to Ross to see if he might be interested. Any member who would like more information or who is interested in attending should contact Shirley.

4.2       Much Ado About Mushroom Workshop, October 12-14

This interesting workshop is taking place at the Brother Brennan Centre off Salmonier Line. Cost is $170 for the weekend.  Information about the workshop will be emailed to the membership.

4.3       Natural History Society Tour of the Gully

Madeleine will be giving members of the Natural History Society a tour of the Gully on Sunday, September 30 at 10am.  All TETC members are welcome to join in. Madeleine will send an invitation to the membership.

1.                  Administrative Matters

Some administrative matters will need to be addressed over the next few weeks now that we have no staff in the office.  Phone and email messages need to be checked on a regular basis for

example. At the present time, the Kinsmen Centre is closed to the public so only brief visits to the office are made.

Help is needed with the recyclables. The process is much easier now that Torbay has an Evergreen Depot open across from Metal World. Anyone interested in helping out, should let Madeleine know.  As recycling now provides TETC with its only source of outside revenue, we need to keep the program going as much as possible.

1.                  Election of TETC Executive

Shirley and Madeleine formally resigned as Chair and Secretary respectively. With the positions of Vice-Chair and Treasurer also vacant, TETC needs to elect a new executive. As no one has come forward to date, we will consult members and encourage people to come forward. Any members interested in serving on the executive should contact Shirley.  In the meantime, Shirley and Madeleine will clue up outstanding action items over the next few weeks. Hopefully, we will have a new executive in time for the next meeting.

1.                  Date of Next Meeting and Adjournment

Due to Halloween falling on the last Wednesday in October, the next meeting of TETC will take place on Wednesday, November 7 at 7:30pm. As we don’t yet know how long renovations to the Kinsmen Centre will take, the location of the meeting will be confirmed later.
