TORBAY ENVIRONMENT & TRAILS COMMITTEE MEETING

1.                  Introductions and Review of Agenda

Agenda approved.

 

1.                  Review and Approval of Minutes of Last Meeting (June 29)

The minutes of the June 29 meeting were approved with one correction: in item 7.2, concerning the Trails Project, there are ‘150 overlays’ not ‘50'.

 

1.                  Presentation on New Waste Treatment Technology(Blivet)/

            Eco-Action Proposal

Mike Wawrzkow and Al Ducey made a short presentation on the ‘Blivet’, an innovative, self-contained waste treatment unit which will be the focus of our next application to EcoAction. 

The goal of the project will be to undertake a demonstration/pilot project using a unit on one of Torbay’s lift stations, to see how this product could help us reduce the amount of untreated waste being released into the ocean.  We are counting on using a unit which belongs to the provincial government; the unit is suitable for treating waste for up to 80 homes.

 

Madeleine explained that due to the short application deadline, we have submitted the application prior to obtaining formal approval from the Town. While we await a decision from EcoAction, which normally takes 3-4 months, we will need to make a presentation to Council and get their support.  Our proposal calls for a partnership with the manufacturer, Calixte, a composting firm, the provincial government and the town. We are awaiting a letter of confirmation from the Department of Municipal and Rural Affairs. 

 

The disposal of raw sewage into Torbay Bight has long been a concern of the TETC. and this project has the potential to provide useful information on one possible way of dealing with this problem in Torbay as well as other communities in the province. Mike W. explained that, like all other sewage treatment program, sludge would be a by-product of this system and part of the project will be to study ways of disposing/composting the waste.

 

1.                  Concept and Operations Plan for the Gully

Work on the concept and operations plan is moving along and the next session is planned for October 5, at the start of the regular monthly Steering Committee meeting.

The town hosted a public meeting earlier in the month to give adjacent landowners and the schools an opportunity to voice their concerns/suggestions regarding plans for the amphitheatre at the school.  The main concern raised was with the amount of trespassing on private properties adjacent to the schools and the worry that this may increase with the construction of the second classroom.  Based on discussions at the meeting, Council approved construction of the amphitheatre at HTHS and gave the TETC the go-ahead to begin work. Harvey has been over to peg off the site.

 

Harvey advised that he had proposed to Tina that the Recreation Committee take over responsibility for the Gazebo and its maintenance.  This will be brought forward for discussion at the Recreation Committee this coming Monday.            Another suggestion made was that Council should consider highlighting the Gully in the new Municipal Plan as a special green space being protected for future generations.

 

1.                  Well Aware Program, October 4

Council has agreed to have Torbay host the first Well Aware workshop on October 4 at 7pm at the Kinsmen Centre. The workshop is designed to inform residents about well water safety and has been put together by the Conservation Corps Newfoundland and Labrador.  The session promises to be an interesting and informative one.

 

1.                  Fundraising

6.1       Dinner & auction

The 3rd annual dinner and auction to raise funds for the Gully Project will take place on Sunday, November 13 at Clovelly Golf and Country Club. Letters will be sent out shortly to local businesses to solicit merchandise. We will also be approaching partner organizations like NEIA for donations. All TETC members and members of the public are invited to make donations so that we can make this the best auction yet. Funds are especially needed this fall in order to continue to fund our coordinator position and be able to continue our programming and prepare our funding application for the infrastructure.

           

Mabel Best has begun work on a beautiful quilt which she will be donating to the project and which will be put on tickets. We will sell tickets between now and December, including at the auction, and have a draw close to Christmas.

 

A sub-committee is being put together for the auction and volunteers are needed.

 

6.2       Calendars/Reusable Grocery Bags

Help is needed to sell the remaining calendars.  We are about breaking even and hope to sell the rest between now and the end of the year.

 

We also have on hand the reusable grocery bags funded through MMSB which we will sell for $3 each. Anyone purchasing both a calendar and a bag can get both for $12.

One idea is to have a table at stores like Dominion and Wal-Mart during the busy Christmas season where we could sell the calendars and the cloth grocery bags as well as have the wishingwell on hand for donations.  We will need volunteers to do this.

7.1       Presentations

Ross suggested that we should plan to have a presentation/information item at each of our meeting on topics of interest. This could educational and help increase participation at meetings.

The next meeting will take place on Wednesday, October 26, 2004, at 7:30pm in the Kin Room.
