TORBAY ENVIRONMENT & TRAILS COMMITTEE MEETING

1. Introductions and Review of Agenda
Agenda was approved with a few additions.
1. Review and Approval of Minutes of Last Meeting (August 30, 2006)
Review and approval of minutes of last meeting.
Business arising: The Chair introduced some event news sent from Madeleine Florent who unfortunately could not attend: -Ross Traverse book launch
-Trail mapping article in Evening Telegram
The Chair also introduced memos from Madeline dated Aug. 29th and Sept. 24th.(both attached) The Aug memo listed reports on a number of ongoing items. The Sept. memo was a letter to Council re- Western Island Pond Management Unit/Forest Landing.
1. Trail Mapping Project
Discussion took place on the Jones Pond Trail access. A motion was made by HB and 2nd by MM "Ask Torbay Council to firm up situation surrounding access to the trail and install appropriate signage". Passed. RT to bring this to Torbay Council. Trail: Town to look at data bank & ask Rodolphe to demonstrate its use.
Discussion followed with the following noted: Questions to be brought forward to Council by RT: Are trails covered under Town's liability insurance? Will Town office sell copies of trail maps for $5.00 each?
Can Council flag properties throughout Town within buffer zones so that when tax bills are sent out
a letter can also be sent which alerts property owners of buffer guidelines?
1. New EcoAction Project: Torbay’s Green Living Initiative
EcoAction Project and plans for 4th Annual Auction under way.
Members present preferred that the Annual Auction be held at a site within Torbay (Kin Center) and be organized as a dessert function.
The Gully Committee has about $3000-4000 worth of lumber. Is the Town interested in
purchasing this?

1. Other Business
-Delinquent property Owners: Can the Town establish regulations pertaining to Delinquent Properties?
-Largest Rock Garden in NL: RT brought up an idea for Torbay to develop the largest natural rock garden in NL. This would be located on the rock cliffs opposite the post office following the road up the North Side. MM agreed to write an article in the next newsletter asking for expressions of interest to help on this project. She will also contact Joyce Manning, Susan Boulos and Mary Codner who had previously expressed interest in this type project. This could also be considered as a naturalization project under "Torbay's Green Living Initiative". The Chair distributed information on this Initiative.
-Portable Signs: Will the Town consider introducing regulations on Portable Signage?
-Rec committee rep on TETC
