TORBAY ENVIRONMENT & TRAILS COMMITTEE MEETING

Agenda approved.
The minutes of the last meeting were approved and the following updates provided:
(1) The ban on outdoor water use has been lifted. Water levels at North Pond are much better than this time last year. Council is considering implementing a program in the spring similar to St. John's whereby varying schedules for watering lawns are put into place.
(2) The Pat McGrath Walk raised over $5,000 this year. The TETC assisted with organizing this event which continues to draw large crowds.
3.1 Dinner & Auction, November 25
This year's Gully fundraiser will consist of a dinner and auction at Clovelly Golf Club's new gazebo on Sunday, December 5 (**new date**). Mike will inform Council and invite their participation. Tickets will be $30each and will be available soon. Posters will be put up around town. We are in the process of soliciting donations and will be approaching businesses in Torbay. All donations are welcome.
3.2 One-Ton Challenge
Our application for funding under this program to implement the PowerCost Meter Pilot has been approved. Krista will be attending a workshop in Ottawa next week at the invitation of Environment Canada to prepare for this project and refine our workplan. We are the only project approved in this province. The project will include an anti-idling program at HTHS and an emissions inventory at HTHS to be carried out by Mike W.
3.3 SAM Meeting, Stephenville Crossing
Mike and Krista attended this meeting which was very informative since the Stephenville Crossing project has many similarities to ours.
3.4 Other
Work is proceeding slowly on the water control structure. Council has prepared a letter to us granting approval to proceed.
Ducks Unlimited has donated four 'Duck Crossing" signs to be installed at either end of the Gully, on Torbay Road and on Lynch's Lane.
The first draft of the trail map has been circulated to sub-committee members for review. Some work is still needed before we get a final product eg. trail names have not been included yet, the trail loop around the community is not evident and the legend boxes need to be repositioned or reduced. Comments and suggestions are to be forwarded to Harvey.
5.1 Halloween Social
The TETC will be hosting a Halloween social at the Gully Gazebo on October 31 from 7-9pm. We will hand out hot chocolate to trick-or-treaters. Candies have been donated by the town. Shirley and Madeleine will look after purchasing supplies. Madeleine will ask Corrie to post a notice on the town sign.
5.2 Christmas Social
We will hold our Christmas social at Shirley's home on Wednesday, December 15 at 8pm. Refreshments will be served. All committee members, friends and major partners are invited.
The HTHS Environmental Science class is planning a hike along the Father Troy Trail on November 10 or 16 (weather permitting) and Darla O'Reilly, the teacher, has invited members to go along with them. When details are finalized, Madeleine will email everyone.
The TETC will be hosting a BBQ at the Gully Gazebo to mark this event. The date is yet to be determined.
It was agreed that the next TETC newsletter would be combined with the Gully Project newsletter which will be coming out before the auction. Only one page will be needed for general TETC news. Items to be covered are: the Property Beautification Awards, the Pat McGrath walk, the water supply situation, composters, our meeting dates, invitation to residents to join, and other news items that come up.
It was agreed that our committee should rejoin this group. Madeleine will complete the application and give it to Rodney for processing. Membership fees are based on group size and will run to $60/year for our group.
The next meeting will take place at the Kin Room, downstairs at the Kinsmen Centre on Wednesday, November 24, 2004 at 7:30pm.
