1.0 Minutes from the September 26th meeting were circulated.
2.0 Old Business:
The project has received a letter of support from Norm Doyle. The proposal was sent to EcoAction and we should have a response by January. Members of the Conservation Corps walked through the Gully.
The contractor has submitted plans to council. Bob Codner reassured the committee that the developer will be well aware of the 30m buffer; the committee requested that there be a clause in the property owners’ contracts stating that they cannot cut trees or otherwise develop any of the 30m buffer.
Reviewed by council; the last draft required 7 changes. These have been sent to Bob Schmiedendorf (e.g. address bypass road, future development) for the final update.
Mary Thorne-Gosse is looking into getting the town web page updated. Michele emailed John Boulos for advice about our site. The plan is to link the sites once they are both updated and on reliable servers.
Mike circulated a draft of the updated terms of reference. He would appreciate feedback on the draft.
The ‘walk to the mountains’ was rained out. The walk on October 27th from South Pond road to Western Island Pond was a great success; Fred Hollingsworth and Mary Smyth (trail columnists with the Evening Telegram) accompanied the walkers. Ross provided a boil-up of hot toddies. Another walk is scheduled on Fr. Troy trail to the Beamer on November 18th at 2:00 PM- meet at Morris Avenue.
It was decided to have the meetings in the Torbay Community Centre at the regular time from now on, due to security concerns at the Town hall. A meeting room at the Duffy building was also discussed and was felt to be too small.
Gerard planned to draft a letter to the Town to raise the safety and environmental concerns again.
2.9 Water quality: Some residents have bacteria in their private wells- residents were encouraged to have their water tested.
3. 0 New Business
3.1 Treasurer’s Report
Mike reported that we have $1573 in our account. $1000 was donated by Sandy for the Gully project. Mike also prepared a budget for the committee that was reviewed; a request for $4580 was submitted to the Town.
3.2 Newfoundland & Labrador Sports Hall of Fame
Colleen Tapper will be inducted into the Sports Hall of Fame. She has participated in many national sports and received two prestigious Gilette awards. The town will be sending a letter of congratulations.
3.3 New council representative.
Pam Evans-Manning will be the new rep- she was not available for tonight’s meeting, but the Mayor, Bob Codner, represented the council.
3.4 Recycling Day with the community schools.
There was discussion about a planned recycling day where residents could drop off recyclables at the school. Half of the proceeds of the event would go to the schools and half to TETC. It was decided that the middle of January would be a suitable time when folks would have lots of recyclables from Christmas holidays. Mike will work on a poster and it will be mentioned in the newsletter going out before Christmas.
3.5 Global Awareness Day, March 2002
Shirley planned a repeat of a presentation she did last year at this event at the High School to raise awareness about the environment, with local emphasis.
3.6 Recreation Committee Meeting
Held October 29th- an executive was elected and they are working on a budget.
3.7 TETC Newsletter
The Town will be sending out a newsletter late Nov/early Dec.; Mary Thorne-Gosse is the contact. Bob agreed that we could have a one-page insert to save on mailing expenses. Shirley, Mike, Michele and Marian planned a meeting to work on the content and layout.
3.8 Cape St. Francis Tourism Committee
Starting to get organized again- Peggy Roche is the chair.
3.9 Dumping of Asphalt on Carter property
Bob reviewed the sequence of events where the asphalt was dumped without any input or notice to the Town. Provincial and federal government environmentalists reviewed the situation and in the end decided that the asphalt would not pose a hazard. The contractor agreed to put 2-3 feet of fill over the asphalt; Bob reported that the town requested a letter from the contractor (Bob Picco) stating that there would not be an environmental hazard from the incident.
3.10 Meetings attended by Committee Members in Oct
The SAM meeting this Fall was in Bay Roberts, Oct 11-12th- the Spring meeting will be hosted by Torbay. Madeleine also attended the council meetings in Oct- the new council is settling in.
The meeting adjourned at 10:30PM; the next meeting will be held on November 28th at the Community Centre.
