TETC Meeting 8:15pm, Tuesday November 3, 2009

Kinsmen Centre

Present:  Ralph Tapper, Madeleine Florent, Sylvia Warkentin, Myra Maynard, Marina Cheeseman, Helen Spencer, Shirley Thorne and Gerri Labrie.

1. SAM MEETING - Special thanks to Council for treating us Royally!! Went well

Ralph - Treasurer of SAM - At Executive Meeting on Sunday morning it was decided to put emphasis on workshop to encourage the 18 towns that are members of SAM to attend. Looking at options, such as: membership fee, getting speakers and the possibility of getting some government funding also for these events.

Ralph, as a board member of SAM, will get his travel approved by council as its representative.

Madeleine mentioned that we should give a copy of our DVD, on the past 20 years of TETC, to past members of TETC.  Perhaps this could be done during Environment Week in June.

2. TRAIL MAPS- Sylvia and Helen attended meeting with Megan, who is Rudolph’s student at MUN Geography Dept. She suggested the #1 need is to get the bypass road on the maps, then walk the trails and see what has changed.  Megan is waiting to get information from town, in order to, plot bypass road.

Marina mentioned that there is debris in the culvert on North Pond Road such as moose carcass and evidence of a camp fire (inside the culvert).

3. HIKE - 4 people did the hike from the town hall to Gallows Cove.  December 6, next hike, from the Flatrock Community Hall to Red Head.  A Christmas Social will follow at Sylvia’s house - POT LUCK and BYOB (Drop off at Sylvia’s before hike).

Pat Lacey also mentioned that TETC could join ECT hike when they are hiking in the area.  Pat mentioned that we should get a representative from TETC on the ECT.  Madeleine and Sylvia are members of the ECT.

4. TIME OF TETC MEETING - We are trying to get a better time for holding the meeting, possibly 7:30 on Thursdays.

5. BUDGET - Madeleine reported on last year’s budget and this year’s budget - See attachment.

  A.  We must have a link for our web site and also include information on TETC on the town’s web site.  Madeleine will give Sylvia information from Jason Byrne and Michelle DuRand so she can update our web site.

Shirley mentioned that we put some information on the Recreation Department’s newsletter.

  B.  Ralph mentioned that we should have a list of trails that the town needs to upgrade (which the Town needs to fund).

6. ROCK GARDEN - Is in hiatus - Tried to contact Dr. Nichols, Botanical Gardens, but to no avail.

A suggestion was made to try the Johnson Foundation as we need professional planning. Other issues:  Insurance concerns regarding volunteers falling, dry spells, watering, cutting, weeding and planting.  Very Big Project... We need a champion to

Take over or a focus on a naturalized garden - re native plants as opposed to non-native plants.  Helen will contact Leila and Howard Clase to see if they can give some ideas on planning for rock garden.

7.  Matt Simms from D.U. would like to do some sort of restoration project.  He would like to meet with a few of us to get ideas of what projects to include in his atlas. Town put in 3 new sewer pipes at beach last week.  Send Ralph an email with a list of projects before November 11th, as he will be meeting with Matt Simms at that time.

8.  Elections and Nominations for TETC next meeting

9.  We are under Parks and Recreation group of Council (Tina and Ken Anthony)

Recreation Master Plan has all kinds of recommendations for environment concerns.  We could lobby Council to get more staff to implement the Recreation plan

Do we want to invite them (Tina or Ken) to meeting to discuss the things we do as TETC

Madeleine wondered what relationship Environment has to Recreation solely

Approved by Motion of Council

We have Terms of Reference and original Motion of Council made us a liaison committee of Council reporting directly to Council.  We were always an Advisory Committee to Council

There are very distinct mandates re: standing committees, Special Committees and advisory committees

We should send info regarding our status and our mandate to Council and ask for a 20 minute meeting.  Show them our DVD, money raised etc.

10.  RECYCLING – Ralph, Madeleine, Helen and Ken Spence are looking after recycling. Trish O’Brien and Pat Lacey are willing to help sort.  Madeleine got $1190 cheque from recycling recently.  Helen will send email asking for any volunteers to help in an unstructured way. Sylvia will also put request on Web Site
