1. Introductions and Review of Agenda
The agenda was
approved with some additions under Other Business.
1. Review and Approval of Minutes of Last Meeting (October 26)
The minutes of the
last meeting were approved.
1. Presentation of Draft Concept Plan for the Gully
Jerry Dick and
Ralph Jarvis presented their proposed infrastructure plan and model for the
Gully. Copies of the plan were distributed.
The plan is the result of several months of work and consultations and
it will provide a basis for further consultation and negotiations. The next step will be to present it to
Council and get their direction of how to proceed.
Madeleine will
check with Bob Codner and determine if the plan can be presented to Council at
its next meeting and whether a date for the meeting with landowners has yet
been set. It is likely that this latter
meeting will not now take place until the new year.
Jerry will provide
an additional 20 copies of the draft plan.
1. 2006 Budget and Other Financial Matters
Copies of our proposed
2006 budget were handed out. Shirley and Madeleine will be appearing before the
town’s finance committee in early December to answer questions regarding our
plans for next year.
1. Incorporation and Charitable Status
Harvey asked all
members to review the draft incorporation document in preparation for a more
detailed discussion in the new year.
Likely a special meeting will have to be set aside for this alone. Additional copies of the document are
available at the Gully Project office.
Incorporation will
provide many advantages, not the least of which will be enhanced access to
funding sources and liability protection for volunteers. We do not want to change our relationship
with Council but an incorporated body will serve as an umbrella under which we

can do our work
and raise funds. This will also enable
us to obtain charitable status which will allow us to issue tax receipts
ourselves.
Once we have a
final document, we will need to brief Council.
Harvey will discuss with the town if we might be able to avail of the
town’s expertise to help us through the process.
1. SAM Meeting, Grand Falls/Windsor, November 25 & 26
Madeleine informed
the Committee that we had not sent a representative to the SAM meeting due to
EHJV’s last minute notification that they would not provide travel for the
first leg of the trip, ie from St. John’s to Bay Roberts. Bob Schmiedendorf,
who was supposed to attend on our behalf, found out the day before the meeting
that the town/TETC would have to assume responsibility for this travel and
unfortunately, there was no time for us to make arrangements. We will need to find out from Dianne Eastman
if EHJV’s travel policy has changed. Our
participation in SAM meetings is important and we need to find out if we will
be expected to cover travel costs in the future.
1. Other Business
7.1 Trail Mapping Project
Harvey is trying
to set up a meeting with Brian, Ken Spence and Bob Codner before Christmas to
discuss what to do with the data base.
Harvey suggests
that, in the new year, we update the data base to reflect changes in trails
around town (e.g. Jones Pond access) and produce a trail brochure.
A problem has been
brought to Harvey’s attention concerning access to trails on Crown land in the Gully
Road area of town. He has asked Sandy to provide details in writing so we can
take it to the town for investigation.
7.2 Morris Avenue Access to Father Troy Trail
Annette inquired
about the possibility of placing a gate along this access trail to keep her
ponies better separated from a neighbour’s stallion. The Committee suggested she send a written
proposal to the town so it can be reviewed appropriately by Council.
7.3 Gazebos
Questions were
raised regarding two gazebos built around town.
Ralph indicated that the gazebo built along the cliffs overlooking
Torbay Bight was currently the subject of an appeal.
We still have not
heard back concerning the gazebo built in Withrod Pond. Our concerns were brought to the town’s
attention last spring but we are not aware if they ever received a response
from the province. Ralph will check with
Brian on this one. We may want to bring
our concerns to Tom Osborne’s attention.

7.4 Torbay Calendars
We will be
participating in Ann Budgell’s Radio Noon Christmas Sale at the Fluvarium next
Wednesday. We will have a table and will be selling our calendars and cloth
grocery bags. Over a dozen community
groups have been invited and a representative of each group will be interviewed
during this live show.
Ralph will check
with the School Council if they would be interested in using our calendars as a
fundraiser, ie they sell if for $10 and give us $7. We still have plenty left and need
everyone’s help in selling the remaining copies to raise much-needed funds for
the Gully Project.
7.5 “Magic Tiles” Quilt
Tickets for Mabel
Best’s beautiful quilt are going fast.
Anyone interested in getting more tickets should contact Harvey as soon
as possible. The draw date is December 20.
7.6 TETC Christmas Social
This year’s
Christmas social will take place at Shirley’s house on Wednesday, December 14
starting at 8pm. Everyone is invited.

The next meeting
will take place on January 25 at 7:30pm.
