1. Introductions and Review of Agenda:

1. 2003 TETC Budget Submission:

4. Gully Project Steering Committee Report:
Madeleine reported on
progress. A powerpoint presentation was made to Council on November 25 covering
what has been accomplished to date and requesting their support for an
extension of the project until the end of March in order to complete all
project objectives. Work on stewardship
agreements and negotiations with landowners continues. A meeting has been set
up with Billie Power of the Episcopal Corporation. Shirley will contact Jack Byrne to bring him
up to date on the project and seek his support.
Madeleine will send Shirley a
copy of the letter sent to EHJV regarding their promised financial

donation so she can issue a
reminder. We have not yet received the contribution of Ducks
Unlimited. A dinner and auction is being considered to
raise funds for the next phase of the project as well as to promote community
awareness.
The logo designed by Ralph
Jarvis was well-received and a suggestion was made that it could be used for
the TETC, perhaps in a different
colour.
4. Mapping of Trails Project Update:
Harvey reported that there
has been a lot of progress made. Major trails have been mapped and many have
already been verified. Many of the trails are gone since the 1981 maps were
done and many new ones have emerged. The Pathfinders have experienced some
difficulty in finding certain trails but overall things are going well. We
expect to be able to verify many of the trails this winter once the ground is
frozen. When all trails have been verified, we will be checking the main ones
against the aerial photographs. We will
end up with an interesting network of trails and it looks like we will have a
lovely loop around the town. The target to have this phase completed is the
fall 2003.
4. TETC Newsletter:
The draft has been submitted
to Council and it should be ready for release next week.
4. Community Hikes:
We are considering holding a
community hike in January in the backcountry if conditions permit, possibly in
the Middle Three Island Pond region. Sandy is familiar with this area and could
lead the hike. A notice will be emailed to everyone when a decision has been
made. Also, members should take advantage
of the winter conditions and consider walking trails that need to be verified
for the mapping project.
4.
Information and Follow-up Items:
8.1 Forest
Landing (Trails End) Brochure - Final Draft
The final draft was tabled.
There will be a trail from Indian Meal Line to the pond and a first cut has
already been made. We have asked the developer if it would be possible to save
the scout monument and have it erected in the playground in memory of the Scout
camp.
It is hoped that Forest
Landing will serve as an example to future developers of the importance of
maintaining existing trails for the enjoyment of residents and of promoting
green spaces in our community. The TETC is of the view that the 10% green space
rule should apply to all developments and is crucial to maintaining the rural character
of the town. These green spaces should
be kept as natural areas and not necessarily used for playgrounds.
8.2 SAM
Meeting, Winterland, October 25-26:
Shirley reported on the SAM
meeting which she attended in October. These meetings are an opportunity to
visit new stewardship communities. The
minutes of the meeting have been prepared by Shirley. The next meeting will
take place in the spring in Springdale or Grand Falls.

There needs to be more
information provided to communities about stewardship and what it means. Bob
Schmiedendorf and Gerry Hayes are working on the design of a stewardship sign.
There is a new national web site which is of interest:
Shirley pointed out that
Gerry Yetman would be providing examples of stewardship agreements which may be
useful for the Gully Project.
4.
Meetings Attended by Committee Representatives:
9.1 Council
Meetings:
Madeleine attended the last
two meetings. Of interest to our committee was the application for a quarry off
Middle Three Island Pond Road which was voted down by a vote of 5 to 2.
9.2 Heritage
Committee, November 13:
Harvey attended this meeting.
The Heritage Committee will be participating in the Mapping Project once all
trails have been verified and we are ready to identify and name the trails.
The Christmas Parade will
take place on December 7.
9.3 Jones
Pond Hearings:
Harvey attended the hearings
held to hear the appeal of the Town of Logy Bay-Middle Cove-Outer Cove against
resident Ron Walsh who built a road within the 50 metre buffer zone on Jones
Pond. The TETC is interested in the outcome of these hearings because of the
precedent which could be set and which could impact on the Torbay side of Jones
Pond. The Commissioner heard arguments but reserved his decision so we will
keep an eye on what happens. Harvey spoke on behalf of the TETC. Madeleine will
brief Bob Codner and check the towns position on this.
4. Date of Next Meeting and Adjournment:
As there is no meeting in
December, the next meeting will take place on Wednesday, January 29 at 7:30pm
at the Kinsmen Centre.
