MINUTES (REVISED)
TORBAY ENVIRONMENT & TRAILS COMMITTEE MEETING
Wednesday,
May 30, 2007, 7:30pm, Kin Room/Kinsmen Centre
Present: Shirley Thorne Peggy Manning
Myra Maynard Madeleine Florent
1. Approval of Agenda and Minutes of Last Meeting (May 30, 2007)
The agenda and minutes were approved.
1. Business Arising from the Minutes
(1) Neighbourhood Clean-up: The weather was miserable for the clean-up.
(2) Bus Survey: Jeff Green would like to do a follow-up story on the bus survey. We will suggest that he contact Ralph Tapper, our Council representative.
(3) Access Trail to the Gully from HTES: We will proceed to have Marc Poirier complete the construction plan for the trail from the Gazebo to the Gully so the plan can be ready when our Green Team starts in early July.
(4) Recycling: We will ask Ralph for an update on the idea of the blue box pilot project in the Reddy Estates which was mentioned several months ago.
1. Update on Projects
3.1 Trail
Mapping
Some trails still need proofing with GPS, including Gully Road (off Whitty’s Lane), Medalsis Pond area, Forest Landing and Jones Pond.
3.2 Green Living Initiative
The project is proceeding well on many fronts. Cathy is busy obtaining the rain barrels from Brookfield Dairy so we can hold our rain barrel workshop. More on this in the next few weeks.
Madeleine reminded members that Cathy’s last day is September 7 and we will not have any staff after that date. Cathy has already indicated she has other commitments after this date and would not be able to continue.
3.3 Rock Garden
We are focussing on the area between the two waterfalls for now. There is some pruning taking place tomorrow. Ross is working on a rough plan for planting sites but has suggested we wait till next year before we get into serious planting so we can do some proper planning. One big question is whether will be use only native plants that require little in the way of maintenance or if we will be include cultured plants, or a combination of both. We will be contacting Dr. Nichols at the Botanical Gardens to get advice and visit their rock garden.

3.4 Gully
Project
We have met with officials of both schools regarding the access trails to the Gully but have not received written replies yet.
The Project Webfoot field trips are under way and include classes from HTES.
1. 2007 Property Beautification Awards
The Property Beautification Award sub-committee will be formed. Some potential members were mentioned. Shirley will contact them.
Tentative dates are as follows: Closing of nominations July 6
Call nominees week of July 9-13
Preliminary Judging week of July 16-20
Final Judging early August
Awards Night August 29
Two issues that the sub-committee needs to consider this year are (1) the idea of having a special ‘non-professional’ category, and (2) whether we should stipulate that nominated gardens be pesticide-free, given the mandate of our committee.
We will mention the Awards in our next newsletter. The nomination form should include a space for email addresses.
1.
Election of Officers -
2007
Interested individuals are invited to come forward to take on positions on the TETC executive. Peggy Manning has already resigned as Vice-Chair. Both Shirley and Madeleine have indicated they will be resigning as of September 30. Hopefully we will be able to form a new executive by then. If no one comes forward, we will only be able to carry on a limited level of activities after September 30. Residents interested in environmental and trails issues in our town are invited to participate and help guide the TETC over the next year.
1. Discussion on TETC Terms of Reference/Mandate/Activities
Copies of the letter sent to Council regarding the TETC mandate were tabled. Over the next few months, TETC members will need to define what activities we should continue taking the lead on and what activities should more properly be headed by the town. For example, it is likely we will continue to take the lead with regard to the Father Troy Trail, the ECTA, organized walks, the Rock Garden Project, the Property Beautification Awards and the Trail Mapping Project.
1. Other Business
7.1 Insurance
for Volunteers
Given the latest memorandum from Dawn, the whole issue of insurance for volunteers needs to be addressed urgently.
- 3 -
7.2 Newfoundland
Environmental Industries Association Banquet
Madeleine gave Shirley the invitation from NEIA.
1. Date of Next Meeting and Adjournment
The next meeting of the TETC will take place on Thursday, June 28 **, at 7:30pm in the meeting room downstairs at the Kinsmen Centre.
NOTE: Please note the date change. Location of the meeting will be confirmed.
