MINUTES
TORBAY ENVIRONMENT & TRAILS COMMITTEE MEETING
Wednesday, May 25, 2005, 7:30pm, Kinsmen Centre
Present: Peggy Manning Madeleine Florent
Kay Codner
1. Introductions and Review of Agenda
The agenda was
approved with the addition of the Explore NL Show at the Glacier
1. Review and Approval of Minutes of Last Meeting (April 27, 2005)
The minutes of the
last meeting were approved with the following updates:
(i) Great
Torbay Pick-Me-Up: Over 80 residents participated and so far 181 bags have
been returned to the town. The schools have asked for an extension so they can
continue picking up litter. We will be writing to the Grade 4 students to thank
them for their efforts at getting students to participate this year. The raffle for prizes will take place when all
clean-up is finished.
(ii) Backcountry
Hike: Harvey is still away so we will check with him on this when he
returns.
(iii) ATVs in
the Gully: TETC will be sending an official letter to the RNC regarding ATV
sightings in the Gully as a follow up to Mike’s Letter.
1. Property Beautification Awards - Update
The timeline for
this year’s awards will be posted at the town and on the web site:
July 15: close of nominations
July 18: contact owners of nominated properties
July 25-29: preliminary judging
Around August 8: final judging
August 31: Awards night
Advertising will
also be done on the Town sign, in our newsletter, in the town newsletter, in
the Telegram Go Guide and in the Milestones section of the Northeast Avalon
Times.
As in the past,
winners will receive a plant from Traverse Gardens and a $100 tax certificate,
with the overall winner receiving $200.
Since local businesses are heavily involved in Come Home Year and it may
be difficult to get donations of gifts like in the past, we will be looking at
alternative like compost bins for the winners.
Peggy will discuss this with her committee.
Regarding the
participation of businesses in this year’s PBA, we will ask Shirley to contact
Joan Joy and her group to coordinate contact with businesses. Madeleine will arrange to get a copy of the
updated list of local businesses to Peggy.
- 2 -
1. Come Home Year Celebrations Events
4.1 White Lights
As a way of
marking CHY and welcoming visitors, we will ask residents to decorate their
homes with white lights for the month of July and to turn them on at 10pm on
Canada Day. Notice will be placed in the
Town Newsletter, TETC/Gully Project newsletter, CHY Activity Report and the
NAT. White lights are available at
District Drugs and Canadian Tire.
4.2 PBA Garden Walkabout, July 24
Peggy will be
contacting 5-6 of past PBA winners to arrange visits to their properties during
the July 24 walkabout. The walkabout will start at the Town Hall and end at
Traverse Gardens. We expect from 15-20 people. Because of events taking place
that day at the Town Hall, we may need extra parking and will contact Keith
Hogan about using his parking lot if needed.
4.3 BBQ at the Gully Gazebo, July 16
We will need
volunteers to help out with preparation, serving, clean-up, etc. Tickets will be printed soon and will be
pre-sold so we know how many of each dish (ie. moose burgers, hamburgers or hot
dogs) will be required.
4.4 Full Moon Haunted Hike
We will encourage
people to register so we know how many people to expect. We already have
volunteers who are willing to dress up.
This will require some organization and Madeleine will be contacting a
folklorist to get some ideas.
4.5 Family Play Day
The Green Team
will be helping Krista and Bob build a cardboard igloo for the kids. Donations
of cardboard boxes will be sought.
4.6 Last Minute Clean-up
We will use
whatever means available(newsletters, town sign, etc) to encourage people to
clean up our town and its ditches before the CHY celebrations begin. Perhaps we
could get the help of the Army Cadets who helped out a few years ago or the
Scouts.
Apart from the
special efforts which are being made for CHY, perhaps we need to look at
whether enough effort is being put into keeping our community clean on a
regular basis. Maybe more resources should be invested by the town in picking
up litter in the future, especially as our town is growing so fast. Litter is an ongoing problem and there are
eyesores around town. Beer bottles and
Tim Horton’s cups are the most common items found around town roads and in the
countryside. We welcome any ideas on
possible solutions to this problem. This
is an item for future discussion.
1. TETC/Gully Project Newsletter
The next
newsletter, scheduled to come out in mid-June will be a joint one between the
TETC and the Gully Project. We will fund it partly through our TETC budget at
the town. There are
- 3 -
more than enough
topics to cover in this newsletter including CHY events, compost bins,
clean-up, garbage boxes, thank yous to the schools, etc.
1. Composting Program
We have not
received any word yet on our application. We will ask Mike to check for
us. We have heard that the province has
received funding to mount a composting program.
We have ordered 50
cloth grovery bags from Mill Lane which will be used as recognition items for
volunteers. If our MMSB application is approved, we will be in a position to
purchase cloth grocery bags for resale to the community. The bags will carry
the Gully logo.
1. Other Business
7.1 Development Issues
Today was the
deadline for public responses to the town’s proposed changes to the development
regulations that would reduce the size of the rear yards in most serviced areas
of the town. The change would allow
larger houses on lots but the minimum size of lots will remain at 6,000sq.ft.
7.2 East
Coast Trail Association Membership
It was agreed that
we would renew our membership. Madeleine will complete the application and pass
it to Rodney for processing. The ECTA
should be added to our mailing list for our newsletters.
7.3 Explore NL Show at the Glacier
Volunteers are
needed to help man our booth at this show. Madeleine will send an email around.
1. Date of Next Meeting and Adjournment
The next meeting
will take place on Wednesday, June 29 at 7:30pm in the Kin Room at the Kinsmen
Centre.
