Meeting Minutes

6/25/08

I.      Call to order

Geoff Gallant called to order the regular meeting of the TETC at 8:10 on June 25, 2008 in The Kinsmen Centre.

II.      Roll call

The following persons were present: Helen Spencer, Kathy Taylor-Rogers, Ralph Tapper, Ray Clarke, Melanie Ryan, Carol-Anne Smith, Geoff Gallant, Madeleine Florent, Shirley Thorne, Bob Codner, Barbara Campbell and Jonathan Sharpe

III.      Presentation by Eastern Habitat Joint Venture on Stewardship Program

a)      EHJV will be unable to keep Torbay in the Stewardship program unless past transgressions in Phase 1 are addressed, this will be very bad publicity for the town to be expelled from the international stewardship program

b)      Bob Codner has agreed to bring before council: idea to spearhead an education session on the stewardship of Forest Landing and what the residents should be responsible for on their own property; he suggested that TETC bring forward a request to ammend the Municipal Plan to exclude the buffer from development in all future phases; Phase 6 covenants and deeds will have clearly worded covenants that land owners are not permitted to develop their property within the buffer zone.

c)      Provincial government enforces a 15 metre buffer around all bodies of water

d)     We will present the developer with the Canadian Ecological Gifts information so that he may consider donating the buffer zone as a gift for a tax write off

e)      In Phase 6 a public trail should be constructed to the pond to discourage residents from making their own trails

f)       EHJV and TETC will provide council with a list of caveats for purcahse agreement and sale

g)      TETC will have an information session with the developer about Phase 6 so they clearly understand how they didn’t live up to expectations in Phase 1, including how the deeds issued to buyers were not worded as promised with regards to the buffer zone

IV.      Property Beautification Awards

a)      Myra Maynard will be chairing the committe

b)      Ralph Tapper will ask Ross Traverse if the judging may be moved up to August 7th to coincide with the Tidy Towns presentations

 

 

 

V.      Newsletter Items

a)      Geoff will purchase desktop publishing software to facilliate creating the newsletter

 

VI.      Rock Garden Update

a)      The rock garden is doing great

b)      Ralph Tapper submit a bill for planting supplies to Dawn.

 

VII.      Office Move

a)      The office move is completed, but our supplies and resources are still in temporary storage

 

VIII.      Haunted Hike

a)       We will discuss planning for theAugust 16  haunted hike at our next meeting.

 

IX.      Gully Project Update

a)      Marc Poirier will present a 3D model of the HTHS trail he has made for the school, town council, and the TETC

b)      This part of the trail is considered for use as a school resource

c)      The cost to upgrade the trail at HTES has been donated

 

X.      Other Business

a)      Our monthly hike will be July 6th to Middle Cove Beach followed by a BBQ

b)      Helen Spencer with contact the Town of Outer Cove, Middle Cove, Logy Bay so they know we will be making use of their facilities
