TORBAY ENVIRONMENT & TRAILS COMMITTEE MEETING

 

Wednesday, June 28, 2006, 7:30pm, Kin Room/Kinsmen Centre

1.                  Introductions and Review of Agenda

The agenda was approved with a couple of additions under Other Business.

 

1.                  Review and Approval of Minutes of Last Meeting (May 31, 2006)

The minutes of the last meeting were approved and the following updates provided on items:

(i) Wetland Stewardship Signs: an official ceremony took place at the town hall and we received our two new signs from Jason Foster of EHJV. Ralph will be looking into the feasibility of the town installing the two signs right away rather than waiting until the bypass road is built, which may be 2-3 years down the road.

(ii) Gully Project: The Webfoot field trips with 8 Grade 4 classes from outside Torbay were successfully completed with the help of Bob Schmiedendorf. Field trips were also carried out with over 80 HTES kindergarten students. The TD Friends of the Environment representative was present for the last field trip and he suggested we reapply for a grant under their program. This grant could be used to help make the path from the Gazebo to the Gully wheelchair accessible and/or to purchase an adequate number of binoculars.

(iii) Town Newsletter: Ralph will check tomorrow on the timing of the upcoming town newsletter as we would like to publicize this year’s Property Beautification Awards.

(iv) Tree Planting: The Junior Forest Wardens planted over 300 fir seedlings on the HTHS Property.

 

1.                  2006 Property Beautification Awards -Update

Preparations for this year’s Awards are well under way. A poster and nomination forms have been left at the town hall. A message will be placed on the town sign. The Awards Night will take place on August 30, at 7pm at the Kinsmen Centre.

 

Prizes this year will be the usual tax certificates, a plant from Traverse Gardens, composters, etc.  For the judges, we will provide grocery bags and water bottles. 

 

This year’s Neighbourhood Clean-up was very successful with more participants than in previous years.  A letter has been sent to the Post Office regarding litter around its main building and its neighbourhood stations but a reply has not yet been received.

1.                  Trail Mapping Project - Update

The planned presentation to Council for June 19 had to be postponed, likely to the end of August.  A GPS training session with Andrew Cuff took place on June 21 and there will be a second one on July 5 at 7pm at the Kinsmen Centre.  Madeleine will send an invitation to everyone.

 

1.                  New EcoAction Project

Our EcoAction project has been approved but the funding that will be provided, ie $25,000, is $11,610 short of what is needed to successfully carry out the project.  Madeleine is preparing a proposal to Council on how this shortfall could be addressed. Whether or not we are able to proceed will depend on how much support the town is able to give.  The TETC has already committed to raising $5100 for this project and it is difficult for volunteers to commit to more at this time. 

 

Once we determine if the project will proceed, we will need to form a committee to oversee activities and will be looking for volunteers. A notice will be placed in our next newsletter. Because of the nature of this project, it will be important to have representation from the town on the committee.

 

1.                  Other Business

6.1       St. John’s Water Festival, July 17

We have been invited to participate in this festival again this year. Madeleine will check with Bob Schmiedendorf to see if he is available.

 

6.2       Stewardship Conference, Corner Brook

Ralph will check with Mike Byrne to see if he is interested in attending.

 

6.3       Newfoundland and Labrador Environment Network:

The Committee agreed to renew our membership at a cost of $30.

 

6.4       Historic Access to Jones Pond Trail

Ralph tabled a letter from Minister Jack Byrne advising that the matter of the historic right-of-way from Marine Drive to Jones Pond is a local matter and that he has no authority to intervene.

 

6.5       TETC Newsletter

We are looking for ideas for our next newsletter.  Someone suggested an article by Ross Traverse. All ideas should be forwarded to Madeleine at
