TORBAY ENVIRONMENT & TRAILS COMMITTEE MEETING

Shirley welcomed Mike Byrne as the new Council representative to the TETC. The agenda was approved with additions under Other Business.
The minutes of the November 27 meeting were approved. With respect to item 8.1, members reiterated the hope that, if at all possible, Council would apply the 10% green space rule to all future developments rather than opting for cash in lieu.
Council has approved a budget of $4,000 for the TETC in 2003, not including in-kind support to be provided by the town for upgrades to the Father Troy Trail.
Madeleine gave an update on the project which right now is focused on preparing a submission for funding of phase 2. Mike will now serve as Council representative on the steering committee. Council has confirmed its financial support for phase 2 at the same level as phase 1.
Bob mentioned that the town was looking into a possible colour-coded system for garbage bags to aide in our recycling efforts. In the meantime, recyclables which are currently accepted for refund can be dropped off at the town yard during office hours and Gully Project volunteers will arrange for pick up.
The town has decided to purchase a powerpoint projector which will be available to its committees for use in presentations. This will certainly benefit the Gully project as Ken has prepared an excellent presentation which is updated and revised to suit various client groups. The town's projector will be housed in the fire hall and can be reserved through Glen or Mike McGrath at the Fire Department.
Progress continues on the verification of trails. Some sections have almost been completed. The aerial photographs have been purchased with the assistance of the recreation committee. At the moment, the plan is to have all trails verification completed by the end of the winter. We will be
looking for funding for the next phase of the project.. The Mountain Equipment Coop was mentioned as possible source of funds.
There is evidence of a lot of ATV and skidoo use in the town's watershed which is a concern. The Mapping Committee will next meet on Wednesday, February 19. All interested members are invited to attend.
The brochure is ready except for the map of the buffer zones. Mike will get Jason to scan the original map on a CD and leave it at the town for Sara to pick up. Mention will be made in the brochure to the brown trout in the pond. Otherwise, the brochure is approved and the committee agreed to fund printing of the brochure with the town on a 50/50 cost-shared basis. Madeleine mentioned that Wade Company provides very reasonable printing rates for the town. There is no news yet on whether Gary Mahon has been able to salvage the Scout monument for public display.
In a precedent-setting decision, the appeal board ruled in favour of the Town of Logy Bay-Middle Cove-Outer Cove and Ron Walsh will have to take the road out of the 50 metre buffer zone. Our thanks go to Harvey whose intervention was part of the evidence considered by the board.
Harvey will call Sandy about having him guide a hike in the backcountry in February. News will be emailed to everyone.

10.1 Election of Officers
Election of officers will take place at the February meeting. The positions are chair, vice-chair, treasurer and secretary.
10.2 Bypass Road
Bob indicated that the Torbay bypass road was 1st or 2nd on the list of priorities once the next federal-provincial agreement is signed.
10.3 TETC Terms of Reference
Our draft Terms of Reference will be on the agenda of the next Council meeting. Madeleine will provide Mike with the revised draft.
10.4 ECTA Christmas Party:
Madeleine mentioned that the ECTA's Christmas party, which was canceled during the holidays due to a storm, has been rescheduled for February 14
