TORBAY ENVIRONMENT & TRAILS COMMITTEE MEETING
Wednesday, February 22, 2006, 7:30pm, Kin Room/Kinsmen

1. Introductions and Review of Agenda
Peggy will be
acting TETC Chair while Shirley is on leave of absence.
Agenda approved
with the additions of ‘break-ins at the Kin Centre.
1. Review and Approval of Minutes of Last Meeting (November 30, 2005)
The minutes of the
last meeting were approved and the following updates provided:
(1) Incorporation
is on hold for a while. Harvey has
clarified the question of charitable status with Rodney who has confirmed that
donation receipts issued on behalf of the town are eligible for tax
exemption. We will need to determine
what accounting procedure needs to be followed.
(2) Harvey has met
with Dr. Simms regarding the trail mapping project. The data base requires some
updating so we will be applying for a summer student from HRDC as in the past.
1. 2006 Budget and Other Financial Matters
Council has
approved our budget for 2006 as submitted, ie $4000 for the TETC and $5,000 for
the Gully Project.
We have been
advised unofficially that our EcoAction proposal was unfortunately turned down,
the main concern of the reviewers being piloting a technology that has already
been proven. This leaves us in the
position of being without EcoAction funding for the first time since January
2002. A new submission is being prepared for submission by March 1 which will
focus on recycling, composting, community green spaces and a community outdoor
market. We are also submitting an
application for a Green Team for this summer.
Madeleine reported
that the Gully auction at Clovelly had netted $5800. For next year, we may
consider a dessert party instead of a dinner. The quilt raffle brought in a
total of $1015 for the project.
There are still
lots of calendars left. The price will be reduced to $5 in March. Madeleine will be sending sample copies to
selected Newfoundland clubs across Canada. Copies of the calendars will also be
sent to our major sponsors. We will need to promote our recycling program in
order to generate more funds.

1. 2006 Municipal Plan Review - Plan-Tech Request
The TETC has been
asked to input into the 2006 Municipal Plan Review. Madeleine has contacted
Plan Tech to check on timelines. A
meeting will need to be organized to discuss the existing plan and prepare our
submission. Areas of interest for our committee include conservation zones,
protection of our green spaces, safeguarding the 10% open space in large
housing developments, better long-term planning, etc. Anyone interested in
helping out with the review, should contact Madeleine who will coordinate. The draft submission will be circulated for
comment.
1. Planning for 2006 Neighbourhood Clean-up
This item was
deferred to the next meeting.
1. Next Newsletter and Other Events
The next
newsletter will be funded by the OTC project and should go out before the end
of March.
We need to start
planning for this year’s Open House. Since Easter is late this year, we may
need to look at late April or early May.
As discussed last year, we will look at a broader focus for this event,
ie community fair theme. We hope to
involve the schools so we will need to ensure there is no conflict with the
Easter holidays.
We will speak to
Ross about his gardening workshops when he returns from holidays.
1. Updates on Projects & Other Information Items
7.1 Gully Project
Madeleine will
follow up with Bob Codner regarding timing of the presentation of the Gully
concept plan to Council. In the meantime, briefing books are being put together
for Council members.
The Q5 report has
been submitted to EcoAction and we are expecting a cheque for the holdback
soon.
Concerning
staffing, Krista has returned to the Gully Project on a part-time basis, ie one
day per week. We have reimbursed the
town for the Gully Project Coordinator salary for the period November 1-
December 9, 2005, as agreed to last summer.
7.2 Information Items for TETC Meetings
Following up on a
suggestion made by Ross several months ago, Peggy suggested an interesting
topic for a future meeting might be how to build willow furniture.

7.3 Break-ins at the Kinsmen Centre
Following recent
break-ins at the Kinsmen Centre, the town is installing a more sophisticated
alarm system.

The next meeting
will take place on Wednesday, March 29 at 7:30pm in the meeting room downstairs
at the Kinsmen Centre.
