TORBAY ENVIRONMENT & TRAILS COMMITTEE MEETING

1. Approval of Agenda and Minutes of Last Meeting (March 28, 2007)
The agenda and the minutes were approved.
1. Business Arising from the Minutes
2.1 ECTA Letter
Madeleine has received a copy of the letter.
2.2 Access Trails from the Schools to the Gully
Madeleine is in the process of arranging a meeting with the School Board regarding the HTHS property. Ralph has spoken to Billie Power of the Episcopal Corporation who has indicated that, in the event the HTES school is moved, the decision regarding the land will be up to the Parish. Shirley will meet with Father Butler to bring him up to date on our plans and seek his advice.
The town has been advised of the repairs needed to the railing of the Gully Gazebo and arrangements are being made to have the work done before the Project Webfoot field trips which begin in late May.
1. Trail Mapping Project - Update
3.1 Summer Students
We have applied for a student under the federal Summer Career Placement program. If approved, the student will be housed in and supervised by MUN Geography as in the past. We have also applied for a grant to hire a HTHS student under the provincial SWASP Program.
Regarding the Motion Drive Extension Development, Rodolphe mentioned that some residents in the area were concerned about the enormous amount of cutting that is taking place to make room for the road. Ralph will ask Brian to double check to make sure that the 30-metre conservation zone has been protected.
1. Torbay’s Green Living Initiative (GLI) - Update
4.1 Green Team
Our application for a Green Team has been approved and applications for the positions will be made available at the school and the town hall, as well as the TETC office.
4.2 Workshops
The birding workshop was very well received with 29 people in attendance. The local

Wildflower workshop will take place on May 1.
We are planning a workshop on rain barrels and water conservation in mid-June. Cathy is coordinating the construction of prototype from a barrel obtained from Scotsburn Dairies. We are looking for a speaker for the workshop who can present on the benefits of rain water for the garden.
4.3 Bus Survey
To date, 625 people have signed the survey. The results will be sent to Council.
4.4 Sustainability
We will be preparing a detailed list of Cathy’s ongoing duties as well as other activities the TETC is involved in for review by Council. Dawn has requested a copy of the GLI application.
4.5 Recycling
It seems that Scotia Recycling is longer accepting paper and cardboard. Cathy will check this out and report back.
Members asked if Council was still considering implementing the pilot recycling program in Reddy Estates that had been talked about some time ago. Ralph will check.
1. 2007 Neighbourhood Clean-up
The TETC will be recommending that the town take responsibility again this year of coordinating the Great Torbay Pick-Me-Up. TETC volunteers will be available to participate.
The Junior Forest Wardens will be doing a neighbourhood clean-up tomorrow in the area of the War Memorial and TETC has made garbage bags available to them.
1. Budget Items
6.1 Rotary Club of t. John’s East
Since it may be some time before we have our construction plan ready for the access trails from the schools to the Gully, it was agreed that we would try to get funding from the Rotary Club for the Rock Garden Project instead. Members of the group spearheading this project will be meeting this Saturday to start a clean-up of the area. We will speak to Ross about having a plan prepared for the area between the two streams.
6.2 PromoScience
Cathy will have a look at the documentation.

7.1 Federation of Municipalities
The Convention will be taking place in St. John’s on November 15-17. Ralph asked if TETC

would be interested in hosting a booth.
7.2 Newfoundland and Labrador Environmental Awards
Nominations are open for this year’s awards. Environment Week runs from June 3-9.
1. Election of Officers - 2007
Elections will be planned for the May meeting. Notice will be sent to the membership seeking nominations to the executive positions: chair, vice-chair, secretary and treasurer. It is time for TETC to take stock of the activities it is involved in and decide what can be maintained in the future once the Green Living Initiative ends in September. We have lots of volunteers willing to help with various activities but few people able or willing to serve on the executive or to take on the responsibility of long-term projects. A memorandum is being prepared to Council recommending that they begin to look at how the many and varied environmental issues facing our town will be addressed once TETC loses its staff person in September. TETC has been able to obtain funding for a staff person since 2002 but access to funding is now dried up.
